Mr. Kelly has committed the last 30 years to supporting GIS for 9-1-1 and Public Safety, the last 20 of which were focused in private sector 9-1-1 technology development. He entered the government sector by helping develop a county level tax appraisal district cadastral mapping system, joined the Capitol Area Planning Council of Governments in Central Texas as GIS Manager then later as Director of Planning and Information Services supporting a 10 county region. Additional GIS accomplishments there were as Program Coordinator for the agencies GIS Planning Council and regional 9-1-1 GIS & Map Users Group’s. He served as Vice President of Enterprise Geospatial Solutions for 911 Datamaster Inc. until 2021 when he joined Motorola Solutions as their Director of NGCS State and Federal GIS Advocacy. In 2025 Mr. Kelly took the position of Senior Solution Manager at 1Spatial Inc.
Mr. Kelly holds a Bachelor’s Degree in Cartography and Photogrammetry and a Master’s Degree specializing in GIS. He has published several articles and whitepapers on 9-1-1 technology issues and is currently active in standards development leadership roles within NENA, APCO, and the National States Geographic Information Council (NSGIC).He was awarded the Ron Cottingham Collaboration award from the Texas NENA Board in 2019 and has been awarded patents in advancement of location technologies for 9-1-1.
